He is an attorney-at-law graduated from the Argentine Catholic University, Santa María de los Buenos Aires in 1981. He also graduated Suma Cum Laude as Doctor of Laws in 2006 from the School of Law at the Austral University with his thesis "Principles of Customs Law. General theory and application to the infringement of the inaccurate statements".

Since 1982 he has been working in several areas of the Argentine Customs representing it at various administrative and jurisdictional bodies until his retirement in 1992 while serving as chief of the legal division of the domestic affairs secretariat.

He is a professor of customs law at the National University of Buenos Aires, Austral University (Buenos Aires), and the Fundación de Altos Estudios en Ciencias Comerciales. (Foundation for Advanced Studies in Commercial Sciences). He has given courses regarding his field of expertise at the Catholic University, University of Palermo, National Northeast University, and the Association of Lawyers of the City of Buenos Aires, among others.

His most important works include, but are not limited to, "Delitos Aduaneros" (Lerner, 1983); "Los procedimientos aduaneros en el proceso de integración Latinoamericano" (Fundación Altos Estudios en Ciencias Comerciales, 1992); "Zonas Francas" (Free Zones) (Collaboration with Susy Bello Knoll, published by Depalma, 1998), "Los Principios del Derecho Aduanero" (Customs Law Principles) (Published by Marcial Pons, 2008) and “Customs Infractional Framework” (Published by Marcial Pons, 2011).

He has published several articles regarding such fields of expertise in the most reputable law journals such as El Derecho, La Ley, LexisNexis, Revista Argentina del Régimen de la Administración Pública, Revista de Estudios Aduaneros del Instituto Argentino de Estudios Aduaneros, among others.

He is a permanent collaborator with certain articles related to his field of expertise in the newspaper "La Nación", Foreign Trade section.He is a member of the Bar Association of the City of Buenos Aires. He is a member of the Institute of Public Economic Law of the Bar Association of the City of Buenos Aires, of the center of studies of the School of Law at the Austral University, and a fellow of the Argentine Institute of Custom Studies.
